Family allowances are, strictly speaking, financial support given to people with at least two dependent children under the age of 20, provided that income conditions (from the 1st child in the overseas departments) apply. It is common for the term “family allowance” to be misused to refer to other family benefits such as family allowances.

The amount of family allowance is limited according to the income of the couple. The basic amount for two children varies between 33.02 and 132.08 euros, depending on the income of the couple. An increase of 16.51 to 66.04 euros is planned if the second child is over 14 years old. It should be noted that the Caf, the organization responsible for family allowances, calculates the amount of family allowances based on the income that beneficiaries have declared for tax purposes. It should be noted that the birth benefit is not part of the family allowances.

To be entitled to family allowance, you only need to have at least two dependent children under the age of 20. It should be noted that children between the ages of 16 and 20 are considered dependent if their net monthly wage does not exceed 78% of the net minimum wage.

What is the upper limit for receiving family allowances?

Resource ceilings were introduced on July 1, 2015 for the payment of family allowances. The number of dependent children was the only condition for the payment of family allowances until June 2015. Since July 1, 2015, family allowances have been adjusted depending on income, as provided for in the 2015 Social Insurance Financing Act.

The basis for calculating family allowances is the monthly calculation basis for family allowances (BMAF). This corresponds to an amount fixed by decree, which is revalued once a year in April according to inflation. Family allowances, paid to couples earning less than €70,074 per year in 2020 and who have two dependent children, account for 32% of the BMAF, or €132.08 per month, since April 1, 2021.

In France, family allowances are paid from the second child. However, it is possible to receive payment of other family benefits such as PAJE.

For a couple with an income of less than 99,399 euros in 2020, the family allowance for 2 children is 66.04 euros. See the table above for other resource caps.

If a family with an annual income of less than 75,913 euros has three dependent children, the monthly family allowance is 301.3 euros. See the table above for additional resource limits.

With five dependent children, a couple earning less than €87,591 a year can claim family allowances of €639.24 a month. It should be noted that the family allowance is increased by EUR 66.04 per child when it reaches the age of 14 (except for the eldest child if there are only two dependent children). Households with a dependent child aged 20 who received family allowances for at least 3 children (including the 20-year-old) in the month before the child’s 20th birthday receive a monthly flat rate (see table above) until the month before 21st birthday of the child.
