PECRESS PROGRAM. Valérie Pécresse proposes a program of “order in the accounts and on the street”. Here is the summary of his project, including its main economic, cultural and educational measures.

Valérie Pécresse is running for the first time in the presidential election, she is the first woman to represent the historic party of the French right. In particular, she promises “twice as much savings” (84 billion euros) as expenses (42 billion) for her five-year term. To fund its priorities, it is advancing €76 billion in spending cuts over the five-year term and aims to return to a “3 percent deficit” by 2027. His main sources of savings lie in the fight against tax and social security fraud, amounting to 15 billion euros, the reduction of “ineffective aid for companies” (15 billion), the pension reform (14 billion) and above all the reduction of 200,000 civil servant jobs (15.5 Billion euro). Valérie Pécresse vows to achieve such cuts in “administrative management” with the creation of 50,000 jobs in the hospital, judiciary and education sectors.

For the Culture, Candidate LR focuses on arts and cultural education (EAC). She wants to “develop school trips and connect each school to a cultural institution in its area”. In addition, “all cultural structures supported by public funds” must develop an EAC policy. On the creation side, Valérie Pécresse would like “to oblige every major Parisian cultural institution to devote a significant part of its budget to the dissemination of its creations throughout France”. If elected, the candidate will launch “a policy of hiring young creators in favor of museums outside of Paris”, provided that the works created circulate on the territory.

In terms oftraining, the candidate wants to give institutions, including high schools, more “autonomy”. She wants to build on “voluntary work” and ensure that “every institution can demand new skills, new freedoms”. The candidate also proposes the creation of “innovative public institutions, 100% autonomous, public and free”, inspired by “charter schools” in the United States. They allow teachers to be freely recruited. The students themselves are not selected, but may be expelled for non-compliance with the “charter” signed with the institution. Valérie Pécresse also wants to “set a ceiling [d’élèves] non-French speakers per class to ensure the quality of learning”.

  • Among the other measures of the candidate LR we find the 10% increase in wages Net personal income of up to 2.2 SMIC, announced at the end of summer 2021. Since then, however, Valérie Pécresse has revised her promise, mainly due to pressure from employers. In its new version, the state will finance a 2.4-point reduction in employees’ old-age contributions from the summer of 2022, with the direct result of a 3% increase in net wages. This measure, aimed at improving the purchasing power of the French, will affect everyone, although high salaries, for which these contributions are limited, will see a less pronounced increase.
  • Another measure aimed at increasing the purchasing power of the French: the tax exemption of overtime without limit or ceiling. Because after François Hollande gave up, tax-free overtime was reintroduced in January 2019 by Emmanuel Macron. The goal then was to make a gesture while the Yellow Vests’ anger was in full swing. However, an upper limit of 5,000 net taxable euros per year was chosen. It is essentially this ceiling that Valérie Pécresse wants to break.
  • Valérie Pécresse also wants to release everyone Follow up to 200,000 euros per child. It would thus double the amount from which inheritances are taxed today. “I am depriving 95% of the French of the right to inherit”, stressed in particular the candidate LR in the columns of Figaro. In the same inheritance file, Valérie Pécresse also indicated that she wanted to increase the limit on lifetime gifts from tax-exempt donors. She leads, each parent can donate 100,000 euros every six years during their lifetime, compared to the current 15 years. A measure that would also affect grandchildren.
  • Regarding the security, Valérie Pécresse has several flagship actions. One of them is the provision of five billion euros for the equipment of police officers. Valérie Pécresse also wants to restore the automatic minimum penalties. Violent repeat offenders and drug dealers would be affected. The candidate from the Les Républicains party would also like to create the so-called “punch” brigades in “difficult neighborhoods”, with recourse to the military “if necessary”. When she was invited to the RTL, Le Figaro and LCI grand juries on December 5, she mentioned no less than “62 Republican reconquest zones”.
  • above l’immigration, the candidate Les Républicains indicated that she wanted to limit immigration with “admission quotas by occupation and by country”. “Uncontrolled immigration without integration can upset a society. Let’s introduce quotas that will be decided by Parliament every year,” she confided to Figaro in July 2021. Candidate LR also wants to abolish the payment of social benefits to all foreigners. If she settles in the Élysée, Valérie Pécresse proposes that these benefits be linked to “five years of regular residence”.
  • Regarding ecology and Environment, Valérie Pécresse has announced that he wants to achieve climate neutrality by 2050. The self-described “results ecologist” also suggests ramping up existing nuclear power plants and building six EPRs or decarbonizing public and individual transport.
