How to promote and support French strategic research in the field of nuclear defense in order to attract new students and researchers to these subjects, thus expanding the pool of specialists in these subjects who can participate in the related debates and framework contracts ?
Since 2015, the Federal Ministry of Defense has entrusted the Directorate-General for International Relations and Strategy (DGRIS) with the task of setting up a three-year framework contract aimed at commissioning a service provider to set up and stimulate an education and network for raising awareness of nuclear defense (nuclear network and strategy – new generation, RNS-NG).
This mission was carried out jointly in 2015 by the Foundation for Strategic Research (FRS, which also runs a deterrence observatory) and the French Institute for International Relations (IFRI). The envelope at the time was 500,000 euros.
This framework agreement was extended by three years in 2019. A call for tenders for the new framework agreement has just been launched.
As stated in the AO of the Federal Ministry of Defense, “The service consists in offering training over an academic year (from mid-September of year N to mid-July of year N+1) in favor of promotions offered primarily to young French students (without administration) interested on deterrence and nuclear defense issues and aims to integrate the world of research, administration or French industry (nuclear or defense). This training aims to encourage these young participants (referred to as examiners RNS-NG in the rest of the document) to reflect on the main issues affecting deterrence, both in France and internationally, and to engage in a political and strategic debate participate in this area in order to continue to get involved in the considerations on deterrence and nuclear defense and thus to constitute an interesting network.
The recruitment of these RNA-NG provers was mainly within the “Institutes for political studies, Grandes Écoles (literary and scientific), universities (scientific and human and political science departments), corporate universities, military schools, to ensure a balance between the institutions in the Paris region and those in the provinces. Beyond this core objective, recruitment has been expanded to include individuals who have recently entered industry or government.”
About 30 young people are hired every year.
The contractor will be tasked with taking over the management of the network and in particular following its constitution through promotion, recruitment, organizing the training of new promotions from the beginning of the academic year 2022 at titles for the academic year 2022-2023, then for the academic years 2023- 2024 and 2024-2025.
